The formulation of a Coastal Resource Management Plan is one crucial step in addressing holistically the varied interconnected and interacting problems in a coastal municipality.
Most, if not all, coastal communities in the country are trapped in the vicious cycle of resource degradation and depletion and the growing poverty of the coastal communities. As the coastal folk are poor and lack skills and options for livelihood, they are forced to over-exploit the resource base that leads to a rapid loss of integrity of the coastal ecosystem. The inability of the resource base to renew itself due to heavy pressure aggravates further the poverty of the coastal populace.

The municipal government through the Municipal Coastal Resource Management Office (MCRMO), in coordination with the MFARMC and the Barangay Fisheries and Aquatic Resource Management Councils (BFARMCs), shall maintain a list of registered municipal fishers who fish in the municipal waters of Dumalinao. This is for the purpose of regulating entry into municipal waters, and monitoring of fishing activities and other related purposes. Such a list or registry shall be updated annually or whenever necessary, and copies of which shall be posted in the municipal and barangay halls and other strategic locations for validation and verification, inclusion and exclusion purposes.

The coastal and fishery resources of the municipality shall be reserved for the proper and sustainable use of the residents of Dumalinao, especially for the municipal fishers and their organizations that are duly accredited by the Sangguniang Bayan, subject to existing laws and regulations. Provided, however, that fishers from other municipalities may be allowed to use the coastal and fishery of the municipality so long as they comply with national and local laws, particularly on the proper use of resources, registration, and the issuance of permits and licenses.
