House Bill No. 5000 which later became Republic Act No. 1593, creating the barrio of Dumalinao into a regular municipality, was sponsored by Congressman Alberto Q. Ubay of Zamboanga del Norte and Congressman Elado of Negros Occidental. This Bill was followed up by Martin D. Raluto in the Lower House, in the Senate and up to Malacañang. The last reading of the Bill in the Senate was during the closing hour of the last day of the 100-day regular session of Congress in 1956. It was unanimously approved by the Senators and finally signed into law by then President Ramon M. Magsaysay on June 16, 1956.
