The municipal government shall have jurisdiction over its municipal waters. The municipal government, through the Municipal Coastal Resource Management Office (MCRMO) and the barangay governments within the municipality, shall be responsible for the management, conservation, development, protection, utilization and disposition of all coastal and fishery resources within the municipal waters. The municipal government shall enact corresponding ordinances and issue executive orders thereon which may be recommended by the MCRMO and the Fisheries and Aquatic Resource Management Council (FARMC); provided, however, that all
ordinances enacted and executive orders issued by the municipal government shall conform with the existing national and local laws and policies and shall not endanger the sustainability of the coastal and fishery resources or destroy ecological balance. The municipal government, in coordination with the barangay governments, the people and their organizations, and other concerned agencies, institutions and non-governmental organizations shall enforce all fishery and environmental laws, rules and regulations as well as coastal and fishery resources-related ordinances enacted by the Sangguniang Bayan.
